Evaluation of GEF support to the Philippines
2008-06-03The Global Environment Facility (GEF) has existed since 1992 and the GEF Evaluation Office has recently launched a series of evaluations of the GEF portfolio at country level.The Country Portfolio Evaluations provides feedback on the aggregate results of the portfolios and shed light on how the GEF works at the country level. The second country evaluation targeted the GEF support to the Philippines and was undertaken by NORDECO.
The evaluation focused on 30 national projects, the SGP, and a few selected regional projects in which the Philippines participates, for a total estimated GEF investment of $145 million. The support has covered Biodiversity, Climate Change, Persistent Organic Pollutants and International Waters. The GEF support was found to be highly relevant to the national framework and the GEF mandate. While impressive results have been achieved, these are overshadowed by many obstacles and declining national environmental indicators. The evaluation further revealed that there are several inefficiencies related to the GEF portfolio in the Philippines.
