Evaluation of GEF Portfolio in the Philippines
2007-01-26NORDECO has been contracted by the GEF Evaluation Secretariat to undertake the country evaluation of the GEF Program 1992-2006 in the Philippines. The purpose of GEF Country Portfolio Evaluations is to provide GEF Council with an assessment of how GEF is implemented at the country level, a report on results from projects and assess how these projects are linked to national environmental and sustainable development agendas as well as to the GEF mandate of generating global environmental benefits within its focal areas.
The evaluation focus on assessing the relevance, effectiveness (results) and efficiency of the objectives of the GEF projects as well as concepts and processes used by the projects to further its objectives. The assignment includes a desk evaluation of 32 active and completed projects within the focal areas of climate change, biodiversity, POPs, and international waters. Additional information will be obtained through site visits to Bohol and Luzon and interviews with key stakeholders. The evaluation will also assess the global results and impact of 9 large climate change projects and 7 biodiversity projects.
The results of the country portfolio evaluation will be presented at the next meeting of the GEF Council which is scheduled to be held June 12-15, 2007 in Washington, DC.
