Mr. Harboe is a sociologist with experiences in the following fields:

• integration of local development with environmental issues
• target group participation & empowerment
• participatory planning processes
• sustainable land management
• monitoring systems and indicator development
• training and capacity building
• implementation of the Convention to Combat Desertification
  

He has worked with socioeconomic/sociocultural surveys, community mapping, intercultural communication, organizational communication, communication planning, and rights based approaches. Mr. Harboe has been responsible for training and capacity building of local staff.

Specialization: Local development projects, participatory planning methods, communication strategies, intercultural communication, sustainable land use, rights based approaches and indigenous peoples in Central America/South America.
